High beams work low beams do not work

Low beams won’t blind other drivers and often work better than high beams in bad weather, such as snow or fog. High beams can see 400 feet ahead. The fog lights still work. The low beams are halogens, not HID. I checked both low beam fuses (60 and 61). Both show continuity on my ohmmeter. I pulled and checked the passenger side lowbeam headlamp.
